For B-permit holders under CHF 120,000, cross-border workers and quasi-residents in the Canton of Zurich. Compares withholding tax (official 2026 tariffs) with an estimate of ordinary tax and shows how much pillar 3a you would need for NOV to pay off.

What is Swiss withholding tax (Quellensteuer)?

Foreign employees without a C settlement permit generally pay withholding tax: the employer deducts it from each monthly salary. The rate depends on gross monthly pay and the tariff: A for single people, B for married single earners, C for dual earners, H for single parents. The number of children and church tax also count. Zurich publishes the tariffs every year (zh.ch tariffs), and the Federal Tax Administration (ESTV) provides them as a data file (ESTV). This calculator uses exactly those 2026 tariffs.

The tariffs already include flat allowances for typical deductions and an average municipal and church tax rate. Individual deductions such as pillar 3a, pension buy-ins or high childcare costs are not included. That is what the subsequent ordinary assessment (nachträgliche ordentliche Veranlagung, NOV) is for.

Who can opt into ordinary taxation (NOV)?

People taxed at source who are resident in the Canton of Zurich, and who are not already assessed automatically, can request NOV without giving a reason. You then file a normal tax return, and the withholding tax already deducted is credited without interest. The tax office itself lists typical reasons: actual work expenses, further education, contributions to the 2nd pillar and pillar 3a, childcare, alimony, debt interest and donations (ZH information sheet on withholding tax 2026, section 13, in German).

The CHF 120,000 rule: NOV becomes mandatory

If your gross salary is at least CHF 120,000 in a calendar year and you live in Switzerland, ordinary assessment is mandatory. For married couples, it is enough for one spouse to reach the threshold. There is then no decision to make, and ordinary assessment continues until withholding tax ends, even if your salary later drops. In this case the calculator shows a notice instead of a recommendation.

Cross-border workers and quasi-residents

If you do not live in Switzerland, you generally cannot request NOV. The only route is quasi-resident status: at least 90% of your household’s worldwide gross income (including your spouse’s) must be taxable in Switzerland. This application is also due by 31 March. Cross-border workers from Germany who return home daily pay a flat 4.5% in Zurich (zh.ch). For them withholding tax is usually final, and the calculator does not present a choice that does not exist.

31 March deadline and irreversibility

The application must be filed online via ZHservices by 31 March of the following year. For tax year 2026 that is 31 March 2027. The deadline cannot be extended, and late applications are not considered. If you move abroad, the deadline is your deregistration date (zh.ch: apply for NOV).

Important: after you apply, NOV is carried out automatically in all following years until withholding tax ends. One year with a large 3a contribution can lock you into years without big deductions, when ordinary tax may be higher. Don’t base the decision on a single year.

How pillar 3a and pension buy-ins change the result

Pillar 3a contributions (2026: max CHF 7,258 with a pension fund) and voluntary pension fund buy-ins reduce taxable income directly, at your marginal rate. The calculator therefore shows a break-even 3a amount: the contribution at which estimated ordinary tax drops below withholding tax. The other big factor is your municipality. Withholding tariffs assume a cantonal average. In a low-tax municipality (e.g. Kilchberg at 72%) ordinary tax is often lower; in Zurich city (119%) it tends to be higher. Current multipliers are published by the Canton of Zurich.

Worked example (illustration only)

Example, not a recommendation: single, CHF 90,000 gross, Zurich city, no church tax, tariff A0N.

  • Withholding tax 2026: 8.24% × 90,000 ≈ CHF 7,416
  • Estimated ordinary tax without pillar 3a: ≈ CHF 8,780 (NOV worse)
  • with CHF 7,258 pillar 3a: ≈ CHF 7,321 (slightly better)
  • with 3a plus a CHF 10,000 pension buy-in: ≈ CHF 5,429

How the calculator works

Withholding tax: official Zurich 2026 tariffs from the ESTV tariff file, applied to 1/12 of annual salary. Ordinary tax: a rough estimate using the Zurich 2026 income tax schedule (ESTV Kantonsblatt ZH), the 95% cantonal multiplier, your municipal multiplier and 2026 federal tax (ESTV Form 58c). Assumptions: social contributions 6.4%, pension contributions 5% of gross, a flat meal deduction, and church tax at the municipality’s 2026 Reformed church multiplier. Not included: wealth, 13th salary, part-year residence and your partner’s income. For a binding figure, use the official ESTV tax calculator or a tax advisor.

FAQ: Swiss withholding tax and NOV

Is NOV worth it?

Often, if you pay into pillar 3a, make pension fund buy-ins, have high childcare or work expenses, or live in a low-tax municipality. Without such deductions, withholding tax is often the same or lower.

What is the deadline to apply for NOV in Zurich?

31 March of the following year, filed online via ZHservices. The deadline cannot be extended. If you move abroad, apply by your deregistration date at the latest.

Can I go back to withholding tax after NOV?

Generally no. Once you apply, you are assessed ordinarily every year until withholding tax ends.

What happens if my gross salary is CHF 120,000 or more?

Ordinary assessment becomes mandatory for residents of Switzerland. There is no choice.

Can cross-border workers apply for NOV?

Generally only as quasi-residents, meaning at least 90% of household worldwide income is taxable in Switzerland. Cross-border workers from Germany who return daily pay a flat 4.5%.

How much pillar 3a do I need for NOV to pay off?

It depends on salary, tariff and municipality. The calculator shows the estimated break-even, up to the 2026 maximum of CHF 7,258.

Is this an official tax calculation?

No. Withholding tax uses official tariffs, but ordinary tax is a rough estimate. This is not tax advice.
